§ 80 HDSIG
Right of Access to Information
(1)Everyone shall have a right of access to official information (information access) vis-a-vis public bodies in accordance with the provisions of the Fourth Part. By way of derogation from § 2 para. 2 sentence 1, public-law enterprises that participate in competition shall also be considered public bodies in this regard. Official information means all records serving official purposes, regardless of the manner of their storage. Drafts and notes that are not intended to become part of a file shall not be included.
(2)Insofar as special legal provisions regulate the provision of information, they shall take precedence over the provisions of the Fourth Part. zur Einzelansicht § 80
