§ 85 HDSIG
Application
(1)Information access shall be granted upon application to the body that holds the requested information (body obliged to provide information). Where the body addressed is not the body obliged to provide information, it should identify the body obliged to provide information to the applicant.
(2)The application should describe the requested information as precisely as possible. An application that is directed at general official conduct and relates to information that would need to be compiled from a large number of file procedures or information carriers may be refused where the information access would only be possible with disproportionate administrative effort. Insofar as the applicant lacks the information needed to describe the requested information, the body obliged to provide information that was addressed shall be obliged to provide advice.
(3)Where the application concerns data of third parties within the meaning of §§ 82 and 83, it must be substantiated. zur Einzelansicht § 85
